Traffic Technician Series

Nature of Work, Essential Functions & KSA's

Position will be filled as an Apprentice, Technician I, Technician II or Technician III, dependent upon the needs of the department and qualifications/experience of the preferred candidate.

Under the immediate supervision of the Traffic Division Supervisor and under the general supervision of the Superintendent, this position is responsible for performing varying degrees of technical work in the installation, repair and maintenance of all traffic control devices including traffic signals, signage, pavement markings and street lighting. This position may be assigned to any division within the Public Works Department as a substitute for individuals on leave or during heavy work periods. This position is subject to emergency callouts and must be able to work overtime, including nights and weekends, as required.

Essential Functions

Apprentice - As an entry-level apprentice, this position will assist technicians in unskilled and semi-skilled duties which may include, but are not limited to flagging traffic, short line pavement marking, street light repair, traffic control sign design and installation, and plowing snow.

Technician I - As an entry-level technician, this position assists more experienced technicians in the installation, repair, routine inspections and preventative maintenance work on installation, removal, modification, repair and maintenance of City traffic control signage and ensures adequate visibility of signs for public safety; and performs various tasks associated with street pavement marking projects including estimating of quantities, layout and adherence to established OMUTCD (Ohio Manual of Uniform Traffic Control Devices)standards/guidelines. This position assists in locating and marking underground utilities, including signal cables, conduits, loop wiring, streetlight wiring and fiber optics to prevent damage. Employees in this classification perform temporary traffic control measures per OMUTCD standards/guidelines for special events, City projects and emergency situations (i.e. accidents, water main breaks, etc.) which includes setting and removing temporary traffic control signage and delineation (cones, barricades, etc.).

This position operates a variety of equipment, machinery, and tools in the performance of projects and activities which may include, but is not limited to, aerial bucket truck and/or crane truck, jackhammers, saws, paint stripers, paint mixers, line removers, forklifts, compressors, drill press, post pounder, post puller, grinders and augers as well as various power and hand tools. Employees in this classification are also responsible for maintaining accurate daily work logs to include work performed and the materials/equipment used and must have the ability to prepare work orders and assist in tracking/maintaining adequate inventory of materials and supplies.

 Technician II - As a proficient technician, this position is responsible for the installation, maintenance, testing and repair activities of mechanical, electrical and electronic traffic control equipment including loop systems, video detection, signal coordination, traffic preemption systems and other signal devices and apparatus; for performing a wide range of inspections and preventative maintenance work on traffic signals and street lights; for responding to knockdowns and/or malfunctions of traffic signal/street light equipment; for making field repairs of traffic signal controls and auxiliary equipment; for performing electrical system wiring and installations, locating conduit, cables and other underground devices to perform work; replacing lamps; for investigating complaints and reports of malfunctions and advising management if continued operation of equipment would present a problem or safety hazard.

Work may include, but is not limited to construction and maintenance of the City's traffic signals and street lighting by installing conduit, constructing foundations and installing poles; locating and marking underground utilities to prevent damage including signal cables, conduits, loop wiring, street light wiring and fiber optics; performing installation, removal, modification, repair and maintenance of City traffic control signage and ensuring adequate visibility of signs for public safety; performing various tasks associated with street pavement marking projects including estimating of quantities, layout and adherence to established OMUTCD (Ohio Manual of Uniform Traffic Control Devices) standards/guidelines; performing general electrical maintenance and repair work; replacement of defective equipment, including poles and other electrical systems as necessary; testing of electrical and electronic equipment including traffic signal heads, street lights, controllers, conflict monitor units, auxiliary equipment and other systems to ensure proper operation, compatibility and component safety and to troubleshoot or perform adjustments/repairs. Employees in this classification perform temporary traffic control measures per OMUTCD standards/guidelines for special events, City projects and emergency situations (i.e., accidents, water main breaks, etc.) which includes setting and removing temporary traffic control signage and delineation (cones, barricades, etc.). 

This position operates a variety of equipment, machinery and tools in the performance of projects and activities which may include, but is not limited to, aerial bucket truck and/or crane truck (for repair of City street lights, traffic signals and warning lights including replacing bulbs, wiring, fuses, circuit breakers, ballasts, signal cables, signal head components and vehicle detection devices), jackhammers, saws, paint stripers, paint mixers, line removers, forklifts, compressors, drill press, post pounder, post puller, grinders and augers as well as various power and hand tools. Employees in this classification are also responsible for maintaining accurate daily work logs to include work performed and the materials/equipment used and must have the ability to prepare work orders and assist in tracking/maintaining adequate inventory of materials and supplies. 

Technician III - As an advanced technician, this position is responsible for planning, prioritizing, reviewing and participating in scheduled/assigned maintenance activities, construction and repair of City traffic signals, street lights, traffic control signage and pavement markings; for leading work crews in performing construction and maintenance activities, prioritizing work and determining equipment/material needs to accomplish work assignments and for coordinating with other City departments in the implementation of preventative maintenance procedures and schedules; for reviewing and inspecting the work of an assigned crew to ensure work quality and timely completion of assigned duties and responsibilities; for training assigned crew members in work techniques and proper use/maintenance of all equipment including adherence to proper safety precautions related to all work performed; for evaluating activities of subordinate traffic maintenance staff, offering assistance, advice and training (as needed) to correct deficiencies and for coordinating and overseeing the work of contractors for annual long line striping program and guardrail repair work.

Knowledge, Skills & Abilities

Knowledge
Apprentice

  • Knowledge of the method, materials, procedures, and standard practices of street and right-of-way maintenance, vegetation control and removal, and related duties
  • Knowledge of traffic laws and rules involved in vehicle equipment operation.
  • Knowledge of basic traffic control/barricade procedures
  • Knowledge of standard safety protocols in the performance of essential functions as well as City policies regarding safe work practices.
Technician I
  • Basic knowledge of the methods, materials, tools, and standard practice for the installation, operation, and maintenance of traffic control devices and supporting/related systems.
  • Basic knowledge of Ohio Manual on Uniform Traffic Control Devices (OMUTCD)
  • Basic knowledge of National Electrical Manufacture's Association (NEMA) and National Electric Codes (NEC) applicable to the wiring of traffic signals and street lighting.
  • Basic Knowledge of Ohio Utility Protection Services (OUPS) laws and underground utility identification practices.

Technician II
  • Knowledge of the methods, materials, tools, and standard practice for the installation, operation, and maintenance of traffic control devices and supporting/related systems.
  • Knowledge of Ohio Manual on Uniform Traffic Control Devices (OMUTCD)
  • Knowledge of National Electrical Manufacture's Association (NEMA) and National Electric Codes (NEC) applicable to the wiring of traffic signals and street lighting.
  • Knowledge of Ohio Utility Protection Services (OUPS) laws and underground utility identification practices.
  • Knowledge of operations, maintenance and repair of wiring, electronic, solid state, digital, analog, and other electro-mechanical devices, and equipment related to traffic signal and control systems.
  • Knowledge of hazards and necessary safety precautions involved in working with electrical systems up to 220 volts as needed to install, maintain, and repair street lighting and traffic signals and working near underground and overhead electric lines up to 600 volts.

Technician III
  • Knowledge of the methods, materials, tools, and standard practice for the installation, operation, and maintenance of traffic control devices and supporting/related systems.
  • Knowledge of Ohio Manual on Uniform Traffic Control Devices (OMUTCD)
  • Knowledge of National Electrical Manufacture's Association (NEMA) and National Electric Codes (NEC) applicable to the wiring of traffic signals and street lighting.
  • Knowledge of Ohio Utility Protection Services (OUPS) laws and underground utility identification practices.
  • Knowledge of operations, maintenance and repair of wiring, electronic, solid state, digital, analog, and other electro-mechanical devices, and equipment related to traffic signal and control systems.
  • Knowledge of principles of basic electricity and electrical circuits to include AC and DC voltage, secondary and primary voltage, the principles for distinguishing between high and low voltage as needed to complete circuits, determine size of wire needed for different amperages and to install and maintain streetlights.
  • Knowledge of hazards and necessary safety precautions involved in working with electrical systems up to 220 volts as needed to install, maintain, and repair street lighting and traffic signals and working near underground and overhead electric lines up to 600 volts.

All Technicians
  • Knowledge of basic math (ex. Ability to add, subtract, multiply and divide whole numbers).
  • Knowledge of occupational hazards, proper safety precautions, traffic laws and rules involved in vehicle and equipment operations.

Skills
All Technicians
  • Skilled in the use of equipment, machinery, and hand/power tools used in department projects, including specialized tools, equipment, and software utilized for traffic management and sign design/fabrication

Abilities
Apprentice 
  • Ability to perform semi-skilled technical work and follow basic oral and written instructions.

Technician I
  • General mechanical aptitude and mental ability to perform manual tasks without supervision.
  • Ability to understand and interpret plans and interpret meters and testing equipment.
  • Ability to troubleshoot, test and repair street lighting.

Technician II
  • Ability to troubleshoot, test and repair complex traffic control devices.
  • General mechanical aptitude and mental ability to perform manual tasks without supervision.
  • Ability to understand and interpret plans, detailed drawings, schematics, wiring diagrams, technical specifications, and operational manuals, read and interpret meters and testing equipment.
  • Ability to perform highly technical work and follow oral and written instructions.

Technician III
  • Ability to troubleshoot, test and repair complex traffic control devices.
  • Ability to understand and interpret plans, detailed drawings, schematics, wiring diagrams, technical specifications, and operational manuals, read and interpret meters and testing equipment.
  • Ability to establish project priorities and assign work orders, materials, staff, equipment, and other resources for timely completion of work assignments.
  • Ability to perform highly technical work and follow simple to complex oral and written instructions; ability to convey instruction to technical staff.
  • Ability to operate and train employees in the safe and efficient use of all motor vehicles and related equipment required for the completion of work assignments.
  • Ability to operate a personal computer and related programs (Microsoft Office, Tactics Marc Traffic Management software and Sign Design/Fabrication software) in the completion of work assignments.

All Technicians
  • Ability to skillfully operate and safely drive assigned vehicles, especially in heavy traffic and adverse weather conditions.
  • Operate assigned vehicles near other utilities, including power lines, telephone lines, and high-pressure gas and water lines.
  • Ability to perform relatively heavy manual work for extended periods of time and ability to withstand exposure to variable weather conditions.
  • Ability to understand road maps and City boundaries to establish ownership responsibilities.
  • Ability to perform basic mathematical calculations to calculate quantities, trends, times, distances, measures, and weights.
  • Operate power equipment, hand tools, motor vehicles and bucket trucks. 
  • Ability to perform work in a safe manner and report unsafe activities, conditions, and faulty equipment.
  • Ability to develop and maintain effective working relationships with fellow City staff, associates, contractors, and the public.
  • Ability to operate standard office equipment including a personal computer and related software and to demonstrate proficiency to prepare works orders, daily work logs, email, and timesheets.

Physical Requirements & Working Conditions

  • The primary duties of this position are performed outdoors and includes exposure to adverse weather conditions, vehicular traffic, and the use of power tools and equipment, and other hazardous conditions.
  • Sufficient hearing ability, with or without reasonable accommodation, which permits the employee to discern verbal instructions, emergency signals, vehicle back-up warnings and to communicate with other employees and the public.
  • Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to perceive and distinguish colors or shades of color; to comprehend written work instructions and work orders, technical manuals, and related diagrams.
  • Sufficient manual dexterity, with or without reasonable accommodation, to lift and carry objects over fifty (50) pounds for varying distances.
  • Sufficient mobility, flexibility, stamina, and balance to perform maintenance and repair activities that require bending, stooping, kneeling, stretching, and other physical exertions.
  • Climbing and working on ladders and power lift up to fifty (50) feet high and moving over rough or unfamiliar terrain.
  • Ability to perform relatively heavy manual work for extended periods of time and the ability to withstand exposure to variable weather conditions.

Training, Experience, and Qualifications

All Technician positions (unless otherwise noted):
1. Any combination of training and experience which will indicate possession of the skills, knowledge and abilities listed above.
2. High school diploma or GED, to ensure the ability to read, write, and perform basic math.
3. Experience in traffic maintenance or operations:

Apprentice - High school diploma or GED
Technician I - (0-4) year preferred in traffic maintenance or operations.
Technician II – Five (5) years of experience in traffic signal/street lighting/signage/pavement marking maintenance.
Technician III - Eight (8) years of experience with traffic signal/street lighting/signage/pavement marking maintenance.
4. Possession of a valid State of Ohio motor vehicle Commercial Driver's License (Class B with air brake endorsement) or the ability to obtain license within six (6) month probationary period. Tanker endorsement is preferred but not required.
5. National Incident Management System (NIMS) ICS 100, ICS 200, ICS 700 Certification within 12 months from day of hire.
6. ISMA Certifications: Possession of or the ability to obtain the following International Municipal Signal Association (IMSA) certifications. Failure to obtain or maintain required certifications may result in removal from position:
Technician I - within one (1) year of date of hire:
o Work Zone Temporary Traffic Control Technician (Level I)
o Traffic Signal Technician (Level I)
o Signs & Pavement Marking Technician (Level I)
Technician II - All certifications of a Technician I, plus the following within three (3) years of date of hire/promotion:
