Nature of Work, Essential Functions & KSA's

NATURE OF WORK, ESSENTIAL FUNCTIONS & KSA'S:

Under the immediate supervision of the Division Supervisor and under the general supervision of the Operations Manager, perform semi-skilled and skilled labor in the maintenance, construction, repair and service work of City streets, rights-of-way, alleys, medians and storm water inlets as well as snow and ice control operations.  May be assigned to any division within the Public Works Department as a substitute for individuals on vacation, sick leave, etc., or during heavy workload periods.  This position is subject to emergency callouts and must be able to work both scheduled and unscheduled overtime, including nights, weekends and stand-by, as required.
 
Position will be filled as a Technician I, Technician II or Technician III, dependent upon the needs of the department and the qualifications/experience of the preferred candidate.  
 
ESSENTIAL FUNCTIONS

Technician I

• Assists crews in performing assigned maintenance, construction, repair, and service work on City streets, rights-of-way, medians, alleys, and storm water drainage systems (inlets).
• Learns to operate a variety of equipment, machinery and tools used in department projects and activities, which may include and is not limited to concrete finishing, asphalt finishing, , rollers, compaction equipment (jumping jack, vibratory plate), hotbox, crack seal machine, , asphalt recycler, brine making equipment, and street sweeper.

Technician II

• Independently performs assigned maintenance, construction, repair, and service work on City streets, rights-of-way, medians, alleys, and storm water drainage systems (inlets).
• Skillfully operates a variety of equipment, machinery and tools used in department projects and activities, which may include and is not limited to concrete finishing, asphalt finishing, , skid steers (milling heads attachments), backhoe, front-end loader, rollers, compaction equipment (jumping jack, vibratory plate), hotbox, crack seal machine, asphalt pavement milling machine, asphalt recycler and brine making equipment.

Technician III 

• Plans, prioritizes, reviews and manages scheduled and assigned maintenance, construction, repair, and service work on City streets, rights-of-way, medians, alleys, and storm water drainage systems (inlets).
• Leads work crews performing construction and maintenance activities; prioritizes work and determines what equipment and materials are needed to accomplish work assignments; coordinates with other city departments (as necessary) and implements preventative maintenance procedures and schedules.
• Reviews and inspects the work of assigned technicians to ensure work quality and timely completion of assigned duties and responsibilities.
• Skillfully operates a variety of equipment, machinery and tools used in department projects and activities, which may include but is not limited to street sweeping equipment, concrete finisher, asphalt finisher, asphalt paver, skid steers (milling heads attachments), backhoe, grader, front-end loader, rollers, compaction equipment (jumping jack, vibratory plate), hotbox, crack seal machine, asphalt pavement milling machine, asphalt recycler and brine making equipment.
• Responsible for training crew in work techniques and the proper use and maintenance of all equipment; including adherence to proper safety precautions related to all work performed.
• Responsible for evaluating activities of subordinate technicians, and provides advice, assistance, and training (as needed) to correct deficiencies.

KNOWLEDGE
 
 Technician I 

• Knowledge of basic math (ex: ability to add, subtract, multiple and divide numbers).
• Knowledge of general construction materials and practices for highway maintenance.
• Knowledge of traffic laws and rules involved in vehicle and equipment operation.

Technician II

Technician III 

• Knowledge of principles and practices of lead supervision, training, and performance evaluation, including safety practices and related record-keeping.
• Knowledge of the methods, materials, procedures, and standard practices of street repair, including concrete and asphalt repair, removal, and replacement.
• Knowledge of asphalt and concrete mix design and specifications.
• Knowledge of the methods, materials, procedures, and standard practices of street and right-of-way maintenance, vegetation control, removal, and related duties.
• Knowledge of the methods, materials, procedures, and standard practices for highway anti-icing and de-icing and plowing operations.
• Knowledge of hazards, safety rules and precautions involving the use of heavy equipment.
• Knowledge of maintenance of traffic rules, regulations, and procedures.

SKILLS
 
Technician I 

• Skilled in the use of equipment, machinery and hand and power tools.

Technician II 

• Skilled in the use of heavy equipment, hand, and power tools; including maintenance practices of such equipment and tools.
• Skilled in concrete forming, pouring, and finishing techniques.
• Skilled in hot mix asphalt placement and compaction techniques.

Technician III 

• Skilled in the use of all heavy equipment, hand and power tools used within the Streets Division.
• Skilled in concrete forming, pouring, and finishing techniques.
• Skilled in hot mix asphalt placement and compaction techniques
• Skilled in the use of construction measuring devices and instruments including tapes, rulers, levels and lasers.

• Ability to follow simple to complex oral and written instructions; ability to effectively communicate instructions to technical staff.
• Ability to establish project priorities, assign work orders, estimate material quantity, staffing and equipment resources required for timely completion of work assignments.
• Ability to understand simple road maps and City boundaries to establish ownership responsibilities.
• Ability to operate and maintain all vehicles and equipment assigned to the Streets Division, skillfully, safely and in accordance with traffic laws and regulations; and to diagnose and resolve equipment problems.
• Ability to operate and train employees in the safe and efficient use of all motor vehicles and related equipment required for completion of work assignments.

Technician I 

• Assists in the hauling, transportation, loading and unloading of various materials and equipment associated with assigned projects.
• Assists in asphalt and concrete repair and replacement of streets, parking lots and curb gutters by sealing, patching, filling cracks and painting; sets forms and pours concrete for sidewalks, curbs, driveways, handicap ramps, footings, etc.; lays asphalt; shoots grades and elevations.
• Assists in weed and vegetation control around guard rails and cleaning of storm water drainage inlets.
• Performs daily equipment pre-checks and assists in operator maintenance.
• Assists in the general cleaning/maintenance tasks necessary to keep vehicles, equipment, and tools in operable condition, which may include inspecting equipment, checking fluid levels, replacing fluids, greasing equipment, replacing parts, washing/cleaning equipment, or cleaning shop/work areas; monitors equipment operations to maintain efficiency and safety.

Technician II 

• Follows schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner.
• Participates in the hauling, transporting, loading, and unloading of various materials and equipment associated with assigned projects.

• Develops schedules and methods to accomplish daily assignments ensuring work is completed in a timely and efficient manner.
• Prepares and maintains records and reports including, but not limited to, work assignments, material and equipment costs, safety sheets and preventive maintenance schedules.
• Plans and recommends materials needed for each work assignment.
• Identifies equipment needs for each work assignment.
• Notifies residents and businesses of work being performed, as needed (when working in the impacted area); responds to citizen inquiries, complaints, and suggestions.
• Oversees and participates in the hauling, transporting, loading, and unloading of various materials and equipment associated with assigned projects.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

• The primary duties of this position are performed in an outdoor environment and include working in adverse weather conditions, vehicular traffic, and hazards involving the use of power tools and equipment.
• Sufficient hearing ability, with or without reasonable accommodation, which permits the employee to discern verbal instructions, emergency signals, vehicle back-up warnings and to communicate with other employees and the public.
• Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, technical documents, and diagrams.
• Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate power equipment and hand tools.
• Sufficient strength to lift and carry objects over fifty (50) pounds for varying distances.

Training, Experience, and Qualifications

REQUIRED TRAINING, EXPERIENCE, AND QUALIFICATIONS

 All Technician positions (unless otherwise noted):
1.  Any combination of training and experience which will indicate the possession of the skills, knowledge and abilities listed above.
2.  High school diploma or GED, to ensure the ability to read, write, perform basic math.
3.  Experience in street maintenance or civil construction:

• Technician I - (0-4) year preferred.
• Technician II - Five (5) years required, including experience in the operation of heavy equipment.
• Technician III - Eight  (8) years required, including experience in the operation of heavy equipment.

4.  Possession of a valid State of Ohio Motor Vehicle Commercial Driver's License:

• Technician I - Class B with air brake and tanker endorsement, or the ability to obtain a license within a six (6) month probationary period.  
• Technician II & III - Class A with air brake and tanker endorsements.

5. National Incident Management System (NIMS) ICS 100, ICS 200, ICS 700 Certification within 12 months from day of hire. 
6. Equipment Operation 

• Technician I - Vehicle fueling, dump truck, skid steer, snowplow/salt spreader, brine truck, street sweeper.
• Technician II - Backhoe, forklift, pavement roller, loader, pavement zipper
• Technician III - Asphalt paver
