Sewer Collection Maintenance & Repair Technician

Nature of Work, Essential Functions & KSA's

NATURE OF WORK, ESSENTIAL FUNCTIONS & KSA'S:

Under the immediate supervision of the Division Supervisor and under the general supervision of the Utilities Field Superintendent, performs semi-skilled and skilled labor in the maintenance, inspection, construction, repair and service work of the City's utility services including water distribution, sanitary sewer collection and storm water collection systems.  May be assigned to any division within the Public Utilities Department as a substitute for individuals on vacation, sick leave, etc., or during heavy work load periods.  This position is subject to emergency call-outs and must be able to work both scheduled and unscheduled overtime, including nights, weekends and stand-by, as required.

 Position will be filled as a Technician I, Technician II or Technician III, dependent upon the needs of the department and qualifications/experience of the preferred candidate.

 ESSENTIAL FUNCTIONS

 Technician I (entry level)

1. Assists crew in and learns to perform assigned semi-skilled and manual sanitary sewer and storm sewer systems construction and maintenance tasks on a daily basis. 
2. Learns to operate division's motorized construction and maintenance equipment on a regular basis, which may include and is not limited to skid steers (including attachments), backhoe, grader, front-end loader, rollers, compaction equipment (jumping jack, vibratory plate), dump truck and hydraulic sewer cleaning machine, CCTV inspection equipment, and emergency generator operation. 
3. Performs general maintenance duties such as infrastructure OUPS locates, lift station readings, asphalt and concrete surface restoration, and vehicle maintenance as instructed. 
4. Assists in and learns to perform construction, maintenance and repair of sanitary sewer and storm sewer collection systems, lift station operation and their accessories (i.e., valves,  lift station pumps and controls).
5. Responds to customer service requests as directed.

Technician II (proficient technician)

1. Performs installation, maintenance, inspection and repair work on sanitary sewer and storm sewer collection and treatment systems, including gravity mains, force mains, service connections, and lift station pumps and controls. 
2. Skillfully operates a variety of equipment, machinery and tools used in department projects and activities on a regular basis, which may include and is not limited to skid steers (including attachments), backhoe, grader, front-end loader, rollers, compaction equipment (jumping jack, vibratory plate), dump truck and hydraulic sewer cleaning machine, cctv inspection equipment, and emergency generator operation.
3. Performs technical duties locating and marking underground city utilities using a variety of utility maps, as-built plans, blueprints, sketches, construction plans, GIS systems and other computer mapping systems as needed. 
4. Notifies residents and businesses of work being performed; responds to questions or complaints, or request for service, initiates problem resolution.

Technician III (advanced technician)

1. Provides job-site supervision of crews performing construction and maintenance activities; prioritizes work and determines what equipment and materials are needed to accomplish work assignments; and coordinates with other city departments (as necessary) and executes the department's preventative maintenance procedures and schedules. 
2. Reviews and inspects the work of assigned crew to assure work quality and timely completion of assigned duties and responsibilities. 
3. Proficiently operates a variety of equipment, machinery and tools used in department projects and activities, which may include but is not limited to skid steers (including attachments), backhoe, grader, front-end loader, rollers, compaction equipment (jumping jack, vibratory plate), dump truck and hydraulic sewer cleaning machine, cctv inspection equipment, and emergency generator operation and trains others in the operation of such. 
4. Responsible for job-site supervision of work techniques and the proper use and maintenance of all equipment; including training crew in work techniques and adherence to proper safety precautions related to all work performed. 
5. Responsible for evaluating activities of subordinate utility maintenance staff; provides advice, assistance and training (as needed) to correct deficiencies.

KNOWLEDGE

Technician I (entry level)

• Knowledge of basic math (ex: ability to add, subtract, multiply, and divide numbers). 
• Basic knowledge of sanitary sewer and storm sewer collection systems operation, maintenance, and repair. 
• Basic knowledge of the mechanical operation, performance, and maintenance of equipment used in performing the essential functions of the position. 
• Basic knowledge of the tools, equipment, methods, materials, and common practices in sanitary sewer and storm sewer collection systems maintenance and repair activities. 
• Knowledge of traffic laws and rules involved in vehicle and equipment operation. 
• Knowledge of safe equipment operating procedures. 
• Knowledge of standard safety protocols in the performance of essential functions as well as City policies regarding safe work practices.

Technician II (proficient technician)

In addition to the items above with knowledge at a competent level in those areas:

• Knowledge of utility locating equipment. 
• Knowledge of hazards, safety rules, and precautions involving the use of heavy equipment. 

Technician III (advanced technician)

In addition to the items above with knowledge at an advanced level in those areas: 

• Knowledge of principles and practices of job-site supervisor of construction, maintenance, and repair including safety practices and related record-keeping. 
• Knowledge of the methods, materials, procedures, and standard practices of: 
  • utility construction, maintenance, and repair, including municipal utility systems and their accessories, 
  • sanitary sewer gravity mains and force mains, storm sewer gravity mains, and 
  • lift station equipment and controls. 
• Knowledge of asphalt and concrete restoration repairs. 
• Knowledge of the hazards, safety rules, and precautions involving the use of heavy equipment. 
• Knowledge of traffic laws and rules involved in vehicle equipment operation. 
• Knowledge of safe equipment operating procedures, inspections, and maintenance requirements. 
• Knowledge of standard safety protocols in the performance of essential functions as well as City polities regarding safe work practices.

 SKILLS

Technician I (entry level)

• Skill in the use of small equipment, power tools, and hand tools utilized in sanitary sewer and storm sewer collection systems maintenance and repair activities. 
• Skill in the methods utilized to carry out maintenance and repairs of the sanitary sewer and storm sewer collection systems.

Technician II (proficient technician)

In addition to the items above with skill at a competent level in those areas: 

• Skill in operating job-related software and associated technology. 
• Skill in concrete forming, pouring, and finishing techniques. 
• Skill in hot mix asphalt placement and compaction techniques.

Technician III (advanced technician)

In addition to the items above with skill at an advanced level in those areas: 

• Skill in the use of construction measuring devices and instruments including tapes, rulers, levels, and lasers.

ABILITIES 

Technician I (entry level)

• Ability to perform basic mathematical calculations in order to calculate quantities, trends, times, distances, measures, and weights. 
• Ability to understand basic road maps and City boundaries. 
• Ability to comprehend and follow simple to complex oral and written instructions. 
• Possess general mechanical aptitude and mental ability to perform manual tasks without supervision. 
• Ability to perform relatively heavy manual work for extended periods of time and to withstand exposure to variable weather conditions. 
• Ability to assist in concrete and asphalt repair/replacement, working with heavy materials and materials at high temperatures. 
• Ability to learn the operation of motor vehicles and related equipment in a skilled and safe manner and in accordance with traffic laws and regulations. 
• Ability to perform work in a safe manner and report unsafe activities, conditions, and faulty equipment. 
• Ability to develop and maintain effective working relationships with fellow City staff, associates, contractors, and the general public. 
• Ability to demonstrate proficiency in completing basic paperwork including work orders, work logs, maintenance logs and time sheets.

Technician II (proficient technician)

• Ability to work in confined spaces and at elevated heights.

Technician III (advanced technician)

In addition to the items above with abilities at an advanced level in those areas: 

• Ability to understand basic road maps and City boundaries to establish ownership responsibilities. 
• Ability to comprehend and follow simple to complex oral and written instructions with little supervision and the ability to effectively communicate instructions to technical staff. 
• Ability to operate motor vehicles and related equipment in a skilled and safe manner and in accordance with traffic laws and regulations and to diagnose and resolve equipment problems. 
• Ability to prepare reports, including work orders, activity reports and maintenance logs. 
• Ability to understand and interpret technical specifications and operation manuals for vehicles and equipment. 
• Ability to establish project priorities, assign work orders, estimate material quantity, staffing and equipment resources required for timely completion of work assignments. 
• Ability to train employees in the safe and efficient use of all motor vehicles and related equipment required for completion of work assignments.

ILLUSTRATIVE EXAMPLES OF WORK
 
 Technician I (entry level)

1. Assists in performing a full range of repairs within the City's sanitary sewer and storm sewer collection systems, including the repair of gravity mains, force mains, and lift stations. 
2. Assists in performing system maintenance of all accessories associated with the sanitary sewer and storm sewer collection systems, including lift stations. 
3. Assists with sewer cleaning machine operation both in preventative and emergency conditions, read construction plans and other records to locate structures and understand systems; updates and modifies records following the installation or repair of equipment. 
4. Assists with operation of CCTV inspection equipment in performing routine and emergency work. 
5. Assists in performing utility locates; including mainlines and services with electronic detectors and marking the location of underground City water lines. 
6. Performs work in confined spaces; performs necessary precautions prior to entering vaults and other confined spaces with potential hazardous atmospheres by using air quality monitors. 
7. Assists in the establishment of appropriate traffic control including flagging, placing traffic barricades, safety cones, markers, or signs to alert motorists/pedestrians of work areas, detours or other potential hazards to ensure the safety of the crew and the public. 
8. Provides courteous customer service; responds to questions and inquiries from the general public; responds to customer problems or complaints including flooding, water in basements, sewer backups, and other customer concerns. 
9. Maintains records of basic operations, maintenance and work performed. 
10. Performs daily equipment pre-checks and assists in operator maintenance. 
11. Assists in the general cleaning/maintenance tasks necessary to keep vehicles, equipment, and tools in operable condition, which may include inspecting equipment, checking fluid levels, replacing fluids, greasing equipment, replacing parts, washing/cleaning equipment, or cleaning shop/work areas; monitors equipment operations maintain efficiency and safety. 
12. Performs other related duties as necessary (i.e., sweeping, washing vehicles etc.) at the discretion of management. 
13. May be called on to respond to emergency situations or after-hours calls as needed for traffic control, repair of damaged utilities, flooding, sewer backups, emergency generator operation, knockdowns, accidents, roadway spills, debris, snow and ice management etc.

Technician II (proficient technician)
In addition to the work performed above, the Level II will also:

1. Follows schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner. 
2. Performs a full range of repairs within the City's sanitary sewer and storm sewer collection systems, including the repair of gravity mains, force mains, and lift stations.
3. Performs system maintenance of all accessories associated with the sanitary sewer and storm sewer collection systems, including lift stations.
4. Operation of sewer cleaning machine for both preventative and emergency conditions, read construction plans and other records to locate structures and understand systems; updates and modifies records following the installation or repair of equipment. 
5. Operation of CCTV inspection equipment in performing routine and emergency work. 
6. Performs utility (OUPS) locates; including mainlines and services with electronic detectors and marking the location of underground City water lines. 
7. Conducts appropriate traffic control including flagging, placing traffic barricades, safety cones, markers, or signs to alert motorists/pedestrians of work areas, detours or other potential hazards to ensure the safety of the crew and the public. 

Technician III (advanced technician)
In addition to the work performed above, the Level III will also: 

1. Executes schedules and methods to accomplish daily assignments ensuring work is completed in a timely and efficient manner. 
2. Prepares and maintains records and reports including, but not limited to, work assignments, material and equipment costs, safety sheets and preventative maintenance schedules. 
3. Plans and recommends materials and necessary equipment needed for each work assignment; oversees and participates in hauling, transporting, loading, and unloading of various materials and equipment associated with such work. 
4. Performs construction, repair and maintenance of all accessories associated with the sanitary sewer and storm sewer collection systems and lift stations; sets forms and pours concrete for sidewalks, curbs, driveways, etc.; lays asphalt; shoots grade and elevation. 
5. Identifies and inspects for cross connection between the sanitary and storm sewers. 
6. Assists in monitoring or coordinating work performed by contractors. 
7. Performs work in confined spaces; performs necessary precautions prior to entering vaults and other confined spaces with potential hazardous atmospheres by using air quality monitors. 
8. Oversees appropriate traffic control including flagging, placing traffic barricades, safety cones, markers, or signs to alert motorists/pedestrians of work areas, detours or other potential hazards to ensure the safety of the crew and the public. 
9. Assists in notifying residents and businesses of work being performed, as needed (when working in the impacted area), provides courteous customer service; responds to questions and inquiries from the general public; responds to customer problems or complaints including flooding, water in basements, sewer backups, and other customer concerns. 
10. Completes work orders and maintains records of basic operations, maintenance, vehicle inspection and work performed ensuring safety regulations and safe work practices are observed at job sites. 
11. Performs cleaning/maintenance tasks necessary to keep vehicles, equipment, and tools in operable condition, which may include inspecting equipment, checking fluid levels, replacing fluids, greasing equipment, replacing parts, washing/cleaning equipment, or cleaning shop/work areas; monitors equipment operations maintain efficiency and safety. 
12. Exercises the necessary care and caution in handling and/or operating vehicles, equipment and tools related to the performance of essential functions and follows specific safety policies/practices and adheres to responsibilities concerning safety, prevention, reporting, and monitoring. 

 PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

• The primary duties of this position are performed in an outdoor environment and include working in adverse weather conditions, in confined or elevated spaces, vehicular traffic, and hazards involving the use of power tools and equipment. 
• Sufficient hearing ability, with or without reasonable accommodation, which permits the employee to discern verbal instructions, emergency signals, vehicle back-up warnings and to communicate with other employees and the general public. 
• Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, technical documents, and diagrams. 
• Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate power equipment and hand tools. 
• Sufficient strength to lift and carry objects over fifty (50) pounds for varying distances.

Training, Experience, and Qualifications

QUALIFICATIONS

1.  High school diploma or GED, to ensure the ability to read, write, and perform basic math. 

2.  Experience in municipal utility systems maintenance or civil construction.

• Technician I - one (1) year preferred 
• Technician II - two (2) years required; including experience in the operation of heavy equipment. 
• Technician III - four (4) years required; including experience in the operation of heavy equipment

3.  National Incident Management System (NIMS) independent study (IS)certifications within 12 months from date of hire:

• IS 100 - Introduction to Incident Command System (ICS) 
• IS 200 - ICS for Single Resources and Initial Action Incidents 
• IS 700 - National Incident Management System (NIMS) An Introduction 

4.  Work Zone Flagging Certification (within 24 months from date of hire)

5.  Work Zone Construction Safety Training (within 24 months from date of hire) 

6.  Possession of a valid State of Ohio Motor Vehicle Commercial Driver's License:

• Technician I - Class B with air brake and tanker endorsement, or the ability to obtain license within six (6) month probationary period.  
• Technician II & III - Class A with air brake and tanker endorsements.

7.  Tech III - EPA Collection System License - Class I within 24 months from date of hire.

8.  Must be honest, dependable and trustworthy and pass a background check and drug screen.
