Under the immediate supervision of the Assistant City Engineer, and the general supervision of the City Engineer, the Roadway Project Manager is responsible for assisting in/performing professional project management duties for capital improvement projects and for technical assistance of other engineering functions within the Engineering Division of the Public Works Department. Work involves the use of engineering techniques to interpret original designs and applicable regulations. Position requires regular and reliable attendance, especially during peak construction season (May - September).
Essential Functions: For purposes of 42 USC 12101
Roadway Project Manager I- Responsible for assisting in the daily management of individually assigned non-complex capital improvement projects including preparation of contract documents, pre-bid meetings and bid openings, bid reviews, pre-construction meetings, quantity tracking, daily inspection reports, preparation of project change order requests, processes contractor payout requests, preparation of project punch lists, and maintains accurate field mark-up drawings.
- Performs field inspections of ongoing public and private construction, and residential lot activity and grade inspections to ensure compliance with approved plans and local infrastructure codes.
- Assist with the City's street resurfacing, pavement evaluation, sidewalk maintenance, and right-of-way permitting and inspection programs.
- Provide technical assistance to other Public Works Divisions, City departments, engineers, architects, and contractors.
- Perform field measurements, traffic data collection, pavement coring and other technical related procedures.
- Manages the flow of technical information, engineering plans, and record drawings within the engineering division, other city departments, and consultant and developer community.
- Address public concerns, complaints and questions regarding proposed and ongoing construction activities and schedules.
- Ensure persons and agencies affected by projects are informed and processes established.
- Ensure proper materials testing is being performed on projects.
- Prepare technical documents, monthly project reports, social media, and website updates.
- Perform related essential/non-essential job functions and other duties as assigned.
Roadway Project Manager II – in addition to the functions above:- Manage non-complex capital infrastructure projects from initial planning phase through project completion; including but not limited to the design, scope of work, cost estimating, contract administration, budgets, and schedules.
- Assists with project management of complex capital infrastructure projects once the design is complete and the project is ready to be bid and constructed.
- Responsible for completion of tasks on assigned capital improvement projects including preparation of bidding and contract documents, pre-bid meetings and bid openings, bid reviews, preconstruction meetings, quantity tracking, daily inspection reports, change orders, payment applications, contract closeout, and preparation of field markups and record drawings.
- Oversee construction of annual Street Resurfacing Program
- Oversee contract inspectors assigned to certain capital improvement projects.
- Provides technical advice and assistance to other City departments, engineers, architects, and contractors for conformance with City policies and guidelines.
- Addresses public concerns, complaints and questions regarding proposed and ongoing construction activities and schedules.
- Ensures persons and agencies affected by projects are informed and processes established.
- Ensures adequate levels of qualified inspection staff are present on active job sites.
- Ensures proper materials testing is being performed on projects.
- Assist in constructability reviews of final engineering plans.

Roadway Project Manager I- Basic understanding of public infrastructure construction methods for roadways, sanitary, storm sewers, waterlines, traffic signals, and street lighting.

**Degree in construction management, civil engineering technologies or 15+ years’ experience- Possession of a valid State of Ohio driver's license and have an acceptable driving record. Must meet and maintain qualifications for driving at all times and as a continued condition of employment
