Public Works Laborer (part-time)

The Laborer position within the Public Works department is responsible for performing a variety of semi-skilled and unskilled tasks in support of departmental operations. Work is carried out under the general supervision of the Division Supervisor and the direct oversight of lead crew members assigned to specific projects. Laborers may be temporarily assigned to any division within the department to provide coverage during employee absences or periods of increased workload. Successful candidates should demonstrate a general mechanical aptitude and possess the physical stamina and mental focus required to perform manual labor in varying conditions.

Essential Functions: For purposes of 42 USC 12101
  1. Participate in yard waste, refuse, and recycling collection operations
  2. Assist with flagging traffic for work zone safety
  3. Support concrete and asphalt placement activities
  4. Perform signage, guardrail, and pavement marking applications and maintenance
  5. Conduct field data collection tasks
  6. Carry out general vehicle and equipment cleaning and maintenance
  7. Assist with shop organization and cleanup
  8. Perform other duties as assigned
Knowledge, Skills & Abilities

Knowledge
  • Basic math (ex: ability to add, subtract, multiply and divide whole numbers)
  • Traffic laws and rules involved in vehicle and equipment operation
  • Standard safety protocols in the performance of essential functions as well as City policies regarding safe work practices
Skills
  • Use of equipment, machinery and hand/power tools
Abilities
  • Follow written and oral instructions and to communicate effectively
  • Understand simple roadmaps and city boundaries
  • Operate hand/power tools and equipment in the performance of manual labor
  • Operate a motor vehicle and related equipment in a skilled and safe manner and in accordance with traffic laws and regulations
  • Perform work in a safe manner
  • Develop and maintain effective working relationships with fellow City staff, associates, contractors and the general public
  • Perform relatively heavy manual work for extended periods of time, and to withstand exposure to variable weather conditions

Physical Requirements & Working Conditions

  1. The primary duties of this position include manual labor performed in an outdoor environment and may include working in adverse weather conditions, vehicular traffic, and hazards involving the use of power tools and equipment, hazardous chemicals and materials. 
  2. Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and alarm and warning systems, including back-up alarms. 
  3. Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and work orders. 
  4. Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a variety of hand and power tools and to make adjustments to equipment. 
  5. Sufficient strength to lift and carry objects up to fifty (50) pounds for varying distances. 
  6. Sufficient personal mobility, stamina, flexibility and balance to perform maintenance and repair operations that require bending, stooping, kneeling, stretching and other physical exertions in an outdoor environment, frequently in varying temperatures. 
  7. Sufficient ability to endure prolonged exposure to varying temperatures; i.e. prolonged sun and heat exposure during summer months and cold/wind/dampness exposure during winter months.

Training, Experience, and Qualifications

  1. Minimum of 18 years of age at time of appointment
  2. Possession of a valid State of Ohio driver's license with an acceptable driving record

Supplemental Information / Special Requirements
