Under the direct supervision of the Chief Community Control Officer, The Pre-Trial & Diversion Probation Officer will be responsible for supervising individuals placed on pre-trial or diversion. This role involves conducting assessments, conducting Pre-Sentence Interviews, and monitoring compliance with court conditions. This Officer provides administrative support and assists in carrying out the duties and assignments of the Community Control Office. This Officer facilitates supervision and screening for all Pre-trial bond cases that requires SCRAM and GPS monitoring or further alcohol and drug testing. Position requires regular and reliable attendance.

ESSENTIAL FUNCTIONS: For purposes of 42 USC 12101

1. Conducts comprehensive assessments of defendants to determine needs, risks, and eligibility for pre-trial and diversion programs.
2. Supervises a caseload of defendants, ensuring they comply with all conditions of their bond, including attendance at counseling sessions, community service, and substance use testing.
3. Schedule regular check-ins, both in-person and virtual, to assess progress and provide support.
4. Documents interactions, compliance, and any issues that arise, maintaining accurate and up-to-date case files.
5.Track bond cases accordingly in Probation case management system.
6. Provides timely communication with the court and Prosecutors Office regarding defendant compliance, concerns, and recommended actions.
7.Prepares entries for the Diversion Program and bond cases.
8. Supervises all bond cases that require SCRAM and further alcohol testing.
9. Supervises bond cases that requires GPS ankle monitoring to ensure compliance with exclusionary zones and house arrest.
10. Responds to alerts and notifications from monitoring systems, conducting follow-ups as necessary to address potential violations.
11. Notify all victims of any violations that require bond revocations or GPS violations.
12. Maintains GPS/SCRAM equipment, orders/returns equipment as needed.
13. Conducts thorough pre-sentence investigations for defendants, gathering relevant information regarding criminal history, family background, employment status, and community ties.
14. Prepares detailed reports for the court that include recommendations for sentencing, considering factors such as mitigating circumstances and the defendant’s potential for rehabilitation.
15. Collaborates with court personnel to ensure timely submission of pre-sentence reports.
16. Open cases in Probation case management system as directed by the Chief Community Control.
17. Assists all parties coming into the office for services and direct them to their Probation Officer.
18. Updates data, case information, and offender correspondence in the Probation case management system.
19. Prepares office appointment letters; processes outgoing mail and prepares for daily shipment; retrieves office mail from the Clerk of Court and Judges Chambers; distributes incoming mail to the appropriate officers and staff.
20. Assists in administering drug screens.
21. Distributes new cases to ensure caseloads are proportional.
22. Monitor’s compliance with BCI fingerprinting.
23. Attends or participates in meetings in which policy questions are reviewed or discussed; develops and implements policy; recommends policy changes.
24. Attends trainings, conferences, seminars, and workshops.
25. Performs other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge
* Strong understanding of criminal justice processes, diversion programs, community resources, and evidence-based practices in probation and pretrial supervision.

Skills
* Strong interpersonal and communication skills, with the ability to interact effectively with a diverse population.
* Excellent organizational and time management skills, with the ability to manage multiple cases simultaneously.
* Proficient in Microsoft Office Suite and case management software; experience with data entry and reporting.

Abilities
* Conduct Pre-Sentence Investigations and prepare detailed reports.
* Monitor bond cases that require SCRAM and GPS.
* Monitor all defendants placed on the Diversion Program.
* Prepare Judgement Entries for the Diversion Program and bond cases.
* Create forms and brochures.

Physical Requirements & Working Conditions

PHYSICAL REQUIREMENTS
1. Ability to navigate various environments, including offices, courtrooms, and community locations.
2. Majority of work is performed in an office environment where the physical demands require sitting and standing for extended periods of time; may include exposure to potential personal danger.
3. Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and to communicate effectively with others in person.
4. Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and to review, evaluate and prepare a variety of written materials on a computer.
5. Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to use a firearm safely and effectively, to direct people and utilize equipment required for the performance of duties.
6. Sufficient ability and strength to lift, carry, or otherwise move objects up to 50 pounds for varying distances.

EQUIPMENT OPERATED
Computer, copier, phone, fax machine, calculator, scanner, and other standard/modern office equipment, computer software (e.g., Microsoft Office, Publisher, Court Authority, and other applicable computer software).

Training, Experience, and Qualifications

EDUCATION/EXPERIENCE
1. Requires an Associate degree, or minimum of two years of experience in criminal justice field with the completion of secondary education or equivalent (high school diploma or GED).
2. Two or more years’ experience of monitoring individuals for compliance, is preferred.
3. Any combination of training and experience that indicates the possession of the skills, knowledge and abilities listed below.
