Nature of Work, Essential Functions & KSA's

Under the immediate supervision of the Parks Division Supervisor and under the general supervision of the Parks Superintendent, the part-time Parks Laborer is responsible for performing park shelter cleaning and maintenance, landscape maintenance, trash removal, general ground maintenance as well as skilled carpentry, painting, repair, inspection, remodeling tasks and service work on park facilities and grounds including snow and ice removal operations. Employees may be assigned to other duties in the Parks Department. This position is subject to emergency call-outs and must be able to work overtime including nights and weekends and stand-by as required.
  1. Performs various tasks involving general park facility maintenance; including but not limited to mowing of park areas; cleaning of shelters, park areas and street areas, as well as all other general internal and external maintenance activities, as required.
  2. Prepares reports, including work orders, maintenance logs and compliance reports.
  3. Performs repairs of playground equipment, athletic equipment and general grounds.
  4. Ensures safety regulations and safe work practices are observed at job sites.
  5. Oversees seasonal staff working in the field.
  • Skill in safely operating assigned vehicle at all times, especially in heavy traffic and under adverse weather conditions
  • Skill in the use of heavy equipment, hand and power tools; including maintenance practices of such equipment and tools.
  • Skill in working effectively as part of a crew or team.
  • Skill in using tact, discretion, initiative and independent judgment within established guidelines.
  • Knowledge of commercial building trade skills, including plumbing, carpentry, painting, drywall, electrical systems and concrete construction and repair.
  • Knowledge of the methods, materials, tools and standard practices regarding general park maintenance and landscaping.
  • Knowledge of traffic laws and rules involved in vehicle and equipment operation.
  • Knowledge of basic traffic control/barricade procedures.
  • Knowledge of standard safety protocols in the performance of essential functions as well as City policies regarding safe work practices.
  • Ability to follow simple to complex oral and written instructions and to convey instructions to others.
  • Ability to perform basic mathematical calculations in order to calculate quantities, distances, measures and weights.
  • Ability to skillfully and safely operate all motor vehicles and related equipment required for the completion of work assignments, in accordance with traffic laws, and to identify and resolve equipment problems.
  • Ability to prepare reports, including work orders, activity reports and maintenance logs.
  • Ability to perform work in a safe manner and report unsafe activities, conditions, and faulty equipment.
  • Ability to develop and maintain effective working relationships with fellow City staff, associates, contractors and the general public.
  • Ability to perform relatively heavy manual work for extended periods of time and ability to withstand exposure to variable weather conditions.
  • Ability to distinguish between different cleaning materials, fungicides, herbicides, and insecticides with the ability to read and understand label information.
  • Ability to assist with plans for future installations of trees, shrubs and landscaping.
  • Ability to utilize necessary protective clothing and equipment to avoid potential dangers.

Physical Requirements & Working Conditions

  • Performs general labor-intensive tasks in support of the division and department.  Assists in the set-up/tear-down for special events including loading, transporting and unloading equipment, furniture and heavy materials.
  • Performs graffiti removal of City-owned structures and facilities.
  • Performs snow removal operations including plowing, hand shoveling and dispersing ice melting compounds.
  • Operates a variety of heavy equipment and mechanical tools such as backhoe, front-end loader, trenchers, power saws, concrete cutters and utility locators.
  • Operates a variety of mechanical tools and equipment such as chain saws, power sanders, drills, paint sprayers, plumbing snakes, grinders, electric generators, and sump pumps.
  • Communicates with other City employees and management in order to determine the nature of a problem and identify the best method of repair.
  • Performs all work duties and activities in accordance with City policies and procedures; takes necessary safety precautions related to work being performed.
  • Works in a safe manner and reports unsafe activities, conditions and faulty equipment.
  • Performs general cleaning/maintenance tasks necessary to keep vehicles, equipment and tools in operable condition, which may include inspecting equipment, checking fluid levels, replacing fluids, greasing equipment, washing/cleaning equipment or cleaning shop/work areas; monitors equipment operations to maintain efficiency and safety.
  • Exercises the necessary care and caution in handling and/or operating vehicles, equipment and tools related to the performance of essential functions and follows City-wide and department-specific safety policies/practices and adheres to responsibilities concerning safety, prevention, reporting and monitoring.
  • Performs other duties and special projects as assigned.
  1. The primary duties of this position are performed in a public park and building environment and may include working in adverse weather conditions, vehicular traffic, on rooftops and exposure to hazards involving the use of power tools and equipment, working near moving parts, and exposure to hazardous chemicals and materials.
  2. Sufficient clarity of hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions, communicate with other employees and the public and discern emergency or alarm warning systems, including vehicle backup alarms.
  3. Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and work orders, technical manuals and related diagrams; and to navigate over rough and unfamiliar terrain.
  4. Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a variety of power and hand tools and to make adjustments to equipment.
  5. Sufficient strength to lift and carry fifty (50) pounds for varying distances.
  6. Sufficient body flexibility, mobility, stamina and balance to perform maintenance and repair operations that require bending, stooping, kneeling, stretching, and other physical exertions while working in trenches; climbing and working on ladders, and moving over rough and unfamiliar terrain.
  7. Sufficient ability to endure prolonged exposure to varying temperatures; i.e. prolonged sun and heat exposure during summer months and cold/wind/dampness exposure during winter months.

Training, Experience, and Qualifications

  1. Any combination of training and experience which will indicate the possession of the skills, knowledge and abilities listed above.
  2. High school diploma or GED and two (2) years experience in performing semi-skilled maintenance and construction tasks and the operation of equipment such as trucks, tractors, landscape equipment, and end-loaders is preferred.
  3. Must be honest, dependable, and trustworthy.
  4. Possession of a valid State of Ohio Motor Vehicle License is required.
  5. Possession of a Commercial Drivers' License is preferred but not required.

Supplemental Information / Special Requirements

This is a long-term position (not seasonal) with the Parks Department. The work-week during non-peak months, November through March, will be 30 hours per week, typically weekdays starting at 7:00 am.

During peak months for park activity, April through October, the work-week for this position will be 30 hours per week, typically working a couple weekdays and at least one weekend day starting at 7:00 am.
