Under the direction of the Director of Management, Budget and Procurement, the Budget and Management Analyst is responsible for performing research, data collection, analysis, and forecasts to management on diverse or complex issues and matters having a fiscal or operational impact.  Assists in planning, coordinating, implementation, and monitoring of the annual operating, GFOA and capital budget activities of the City. Position requires regular and reliable attendance. This position may attend council, public works/utilities meetings and other meetings as required outside the normal schedule.

ESSENTIAL FUNCTIONS: For purposes of 42 USC 12101

  1. Together with guidance from the City Manager, Finance Director, and Director of Management, Budget, and Procurement, assists in the preparation of the City's Five-Year Capital Improvement Plan (CIP) and the annual operating budget including revenue and expenditure forecasting

  2. Helps prepare and implement the annual operating budget and the GFOA version of the annual operating budget through collaboration with departments citywide,

  3. Conducts operational or administrative reviews, program evaluations, and special studies pertaining to various fiscal, operational, and managerial issues.

  4. Monitors the budget and capital projects and provides financial guidance to City departments.

  5. Leads major policy and management projects, efficiency/effectiveness studies and operational and legislative reviews.

  6. Consults with department personnel regarding performance trends, expenditures, and revenue projections, hiring plans, and other management and budget-related matters to clarify questions or concerns.

  7. Prepares written reports of operational performance, project management, and expenditure and revenue position of departments as directed.

  8. Provides performance management consultation to departments in the preparation of budget requests including explanation and clarification of guidelines.

  9. Assists the City Manager’s Office and Finance Department with initiatives.

  10. Coordinates with the City Manager’s Office and Finance Department regarding related administrative matters of the City.

  11. May review requisitions, contracts, reimbursements, and position requests for compliance with the Capital Plan, annual Operation Budget, and City policies. 

  12. Assists with the analysis of development financing options.

  13. Performs other duties as assigned.

  1. The primary duties of this position are performed in a public office-building environment.

Training, Experience, and Qualifications

EDUCATION/EXPERIENCE

  1. Bachelor’s degree from an accredited college or university with major course work in Accounting, Finance, Business, Public Administration, or a closely related field.
  2. Four (4) or more years of responsible, professional work experience in the areas of researching, analyzing, consulting with management, and budgeting required.  Local government budgeting, finance, project management and administration experience is preferred.
  3. Willingness to continue education and training by learning new skills as changes occur. Expand skills by taking additional courses and attending seminars, workshops, and individual study.
