Under the immediate supervision of the Deputy City Engineer and the general supervision of the Director of Public Works/City Engineer, the Traffic Engineer is responsible for providing professional engineering and traffic engineering support to the staff of the Engineering Division and Traffic Management Divisions of the Public Works Department, and various other City departments.

ESSENTIAL FUNCTIONS: For purposes of 42 USC 12101

  1. Plans, manages, organizes, and oversees transportation planning, design, construction and maintenance projects related to traffic related infrastructure, neighborhood traffic calming, transportation management projects, and pedestrian facilities.
  2. Oversees the development, review and approval of construction plans, specifications and documents related to traffic infrastructure improvements
  3. Prepares bids, awards contracts and administrate traffic infrastructure capital improvement initiatives.
  4. Monitors the performance of contractors and consultants under contract with the City to ensure that work is being done on schedule, within budget and in accordance with the terms of the contracts and the division’s work plan.
  5. Evaluates long range needs for municipal traffic engineering projects, operations, and maintenance, and prepares reports and makes recommendations.
  6. Oversees and manages traffic engineering, speed management, traffic data collection, modeling studies, and safety programs.
  7. Performs reviews of traffic impact and access management studies and coordinates the implementation of the approved recommendations with other City Departments/Divisions.
  8. Interprets data and prepare reports on traffic issues such as speeding, roadway capacity, signal warrant/multi-way stop analysis, accidents, and parking requirements.
  9. Coordinates with other City departments in reviewing the transportation related elements of engineering plans for correctness and compliance to local, State, and Federal policies, ordinances, procedures, and standards.
  10. Provides oversight and assistance to the Traffic Management division staff concerning signal timing adjustments, new equipment operation, and signal equipment problem solving.
  11. Develops and implements traffic signal timing and coordination plans. Utilizes Intelligent Transportation System (ITS) components such as video surveillance equipment, data collection stations, and central traffic signal system software to remotely monitor and enhance arterial street traffic safety and efficiency.
  12. Provides technical support to various committees and other City Departments/Divisions concerning traffic related issues.
  13. Represents Public Works on the Parking and Safety committee concerning traffic related issues and attends respective meetings as requested by the Public Works Director/City Engineer.
  14. Supports operational planning for the acquisition and implementation of ITS technologies to help plan and operate coordinated signal systems.
  15. Gathers and analyzes data to evaluate mobility service options for persons with disabilities, the elderly, and others who are transportation disadvantaged.
  16. Updates and implements Complete Streets Policy, integrating mobility improvement options into City infrastructure improvement initiatives.



  • Thorough knowledge of traffic engineering principles, practices, concepts, procedures, and methods.
  • Thorough knowledge of state and federal guidelines, principles and practices related to the Uniform Manual of Traffic Control Devices (MUTCD).
  • Knowledge of traffic signals systems and their coordination, traffic sign design and development and traffic statistical survey methods and procedures.
  • Knowledge of multi-modal planning to consider various transportation modes (walking, cycling, automobile, public transit, etc.) and connections among modes.
  • Knowledge of statistical and research procedures as they apply to traffic engineering problems.
  • Knowledge of general City operations and departmental interaction.
  • Construction contract administration and documentation, construction management, practices, methods, and procedures including materials properties and equipment capabilities.
  • Review and analyze detailed engineering plans, technical specifications, and calculations to determine compliance with all applicable City construction standards, design criteria, codes, regulations, ordinances and policies.
  • Perform research and assemble technical data to prepare meaningful, concise, and accurate reports and presentations.
  • Effectively analyze unforeseen conditions, conflicts, situations, and construction problems and determine sound acceptable solutions and necessary action to be implemented to resolve such situations.


  • Skilled in the coordination and management of large project teams.
  • Skilled in the use of engineering techniques, regulations, and good practices.
  • Skilled with Microsoft Office applications including Word, Excel, PowerPoint, Outlook, and other project management related software applications including Appia, MUNIS etc.
  • Strong mathematical skills.
  • Strong communication skills to effectively interact with peers, supervisors, technicians, other agencies, property owners, contractors, consultants, and the general public in a tactful, courteous and professional manner.


  • Ability to effectively plan, organize, schedule, and prioritize work assignments and tasks of various department personnel.
  • Ability to initiate, direct, and apply the results of studies and program reviews in order to evaluate existing and projected transportation systems, traffic impacts of proposed developments, and proposed remedial treatments at problem locations.
  • Ability to effectively manage a team of technicians, laborers, and engineers.
  • Ability to evaluate emergency situations and identify corrective actions in a calm and professional manner.
  • Ability to effectively communicate, both orally and written.
  • Ability to analyze detailed engineering plans, technical specifications, and calculations to determine compliance with all applicable City construction standards, design criteria, codes regulations, ordinances, and policies.
  • Ability to establish and maintain effective working relationships with diverse groups including co-workers, city officials, governmental agencies, community groups, developers, transportation consultants and the public.
  • Ability to handle situations firmly, cautiously, and tactfully, but with respect for the rights of others.

Training, Experience, and Qualifications



  1. Graduation from an accredited college or university with a Bachelor of Science degree in Civil Engineering, with advanced coursework in traffic engineering preferred.
  2. Possession of valid registration as a Professional Engineer in the State of Ohio.
  3. ITE certification for a Professional Traffic Operations Engineer (PTOE) or ability to obtain certification preferred.
  4. Five or more years working as a traffic engineer with experience in traffic management system design, operation and management including signal timing and coordination.
  5. Experience utilizing traffic management and analysis software programs (Synchro/SimTraffic, HCS, Centracs, etc.), Centracs, ODOT GIS Crash Analysis Tool (GCAT), ArcGIS, Microsoft Office, and AutoCAD.
  6. Possession of valid State of Ohio driver’s license.
