Nature of Work, Essential Functions & KSA's

The City of Delaware, Ohio, is seeking an outgoing, highly experienced local government professional to work closely with the City Manager and the department leadership team in managing the operation of a full service and growing city.
 
As a key member of the executive leadership team, the Assistant City Manager will play a key role in establishing clear organizational direction for the city and will empower employees to advance organizational priorities supporting the city's strategic plan and four strategic pillars: Great Community, Safe City, Healthy Economy and Effective Government. 
 
Delaware, located in Delaware County in Central Ohio, is the seat of county government and home to more than 41,000 people. NATURE OF WORK & ESSENTIAL FUNCTIONS

The Assistant City Manager is a key member of the City Manager's executive team and will report to and partner with the City Manager to oversee and manage the operations of our full service and growing city. 
 
The ACM will lead the strategic planning and budgeting processes and will play a key role in project coordination of all City departments. Responsibilities will also include assisting with labor relations and collective bargaining, procurement, sustainability, risk management, health care administration, and oversight of the Administrative Services (HR) Department and other departments in the future.

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of municipal government's function, relationships with other governmental jurisdictions and the Council-Manager form of government, Federal, State and local laws impacting local government operations, collective bargaining rules and regulations, effective leadership and supervisory methods, and grant administration.
  • Ability to negotiate contracts, research and prepare detailed reports and correspondence, develop and maintain effective working relationships with employees, officials and the general public, develop long range goals and objectives, motivate and drive teams to meet objectives, analyze financial data, prepare budgets and complete fiscal planning.
  • Highly skilled in effective communication, both oral and written and ability to speak effectively before groups, in project management, in computer applications (e.g. Microsoft Office and project management) and implementation of new software applications as needed.
  • High level of proficiency in the City of Delaware's leadership behaviors:  strategic, problem solving, customer service, integrity, teamwork, empowerment, flexibility, cooperation, action oriented and time management.

Illustrative Examples of Work / Physical Requirements & Working Conditions

ASSIST THE CITY MANAGER  
Confer with City Manager to ascertain basic administrative policy and coordinate action in matters on which Council policy has been established. Confer with department heads concerning City policy, departmental direction, compiling of departmental statistics, and reviewing and analyzing efficiency. Perform the duties of City Manager as needed during the City Manager's absence.

STRATEGIC PLANNING
Lead the City's strategic planning process. Update the strategic plan for the City focused Council priorities.  Assure the strategic plan is documented and shared in appropriate project management software. Direct the tactics of accomplishing the goals of the strategic plan and assure departments are following through on goals and objectives.

BUDGET
Assist the City Manager and department heads in the preparation and implementation of the capital and operating budgets.

PROCUREMENT
Coordinate the bid, request for proposal (RFP), proposal analysis and award process for procurement.

RISK MANAGEMENT
Oversee and administer risk management activities by forecasting and evaluating the financial risks of the city's operations while identifying procedures to avoid or minimize their impact. Research, evaluate and recommend purchases of corporate insurance; oversee implementation and processing of claims.

DEPARTMENT OVERSIGHT
Manage Department of Administrative Services (HR) and Airport personnel by recommending staffing levels, providing and overseeing training programs, developing and implementing work performance standards, and evaluating work performance. Promote an effective, responsive and value-based organizational culture in support of the City's established leadership behaviors.  Assist in evaluation and selection of health insurance carriers.

PROJECT MANAGEMENT
Drive city-wide projects through project management to include cost/benefit analysis and assignment of tactical steps in order to drive results, particularly those projects involving multiple departments (this might include tracking city property, managing contracts, City facility upgrade and development, etc.)

LABOR RELATIONS
Assist in activities involved in the negotiation and administration of labor contracts including collective bargaining, grievances, contract administration and employee discipline.

SUSTAINABILITY
Work with Public Utilities Department in maintaining and enhancing the City's sustainability program.

COMMUNICATION
Communicate with public, business and other organization through telephone and e-mail inquiries, public meetings and special appearances. Represent the City at a variety of meetings, conferences, boards, agencies, etc.  Investigate and resolve public inquiries and complaints.

GRANTS
Manage state and federal grant programs and special projects assigned by the City Manager.
 
Perform others related duties as assigned.
 
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

  • The primary duties of this position are performed in a public office-building environment.

Training, Experience, and Qualifications

  • Five to eight years progressively responsible experience in local government management, including managing teams and projects.
  • Experience in a growing community preferred.
  • Bachelor's degree in public or business administration or related field.
  • Master of Public Administration degree preferred.
  • Residence within the City is encouraged.
